In this paper, extracting vegetation coverage from the study area SPOT-NDVI date between1998~2006, temperature、ainfall、evaporation from meteorological station in1961~2006years, using geographic information system software and remote sensing software ENVI, using dimidiate pixel model、linear regression、anomaly and accumulative anomaly、wavelet analysis method、grey relational analysis method, research the change trend of vegetation coverage in interannual and in the year of lightning River Basin, then get the change rule of vegetation coverage; research the change trend of temperature、rainfall、evaporation in the study area; research the relationship between the vegetation coverage and the hydrological and meteorological factors in the study area, then get the relationship between them. Which have important value for vegetation ecological balance and environmental protection. The main conclusions are as follows:1. The whole vegetation coverage of interannual shows weak rise trend in1998-2006years, vegetation coverage value in0.23-0.28which has relative stability;2. The vegetation coverage was increased after the first drop a single movement, vegetation coverage in summer、autumn、winter show a rising trend, then in spring shows a downward trend;3. Annually average temperature in an upward trend, average rainfall in the declining trend, average evaporation in declining trend;4. In1998~2006, evaporation is the most significant meteorological factor which influences the vegetation coverage, second is the temperature, the last is the rainfall; The largest degree of correlation is vegetation coverage and monthly precipitation, then monthly temperature, the smallest degree of correlation is vegetation coverage and monthly evaporation;5. The average correlation degree between meteorological factor and vegetation coverage in the year from big to small is:last month evaporation、 monthly evaporation、last month precipitation、monthly temperature、monthly precipitation、last month temperature.
