Science and technology has become a dominant force in the development of socio-economy, promoting the social progress and guarding the national security. The development of science and technology can not do without the scientific and technological innovation, which heavily relies on the technology transfer process. Science and technology intermediary, which is a bridge between science, technology and economy, is an important part of the national innovation system. And the complexity of technology transaction results in the complexity of the services provided by the science and technology intermediary, so it is meaningful to do research in the effectiveness of the institutions.In this paper, we review and synthesize papers on the topic of analyzing the effectiveness of the science and technology intermediary, and describe the concept, process and characters of technology transfer. We also describe the concept, classification and the process model of the intermediaries, and summarize the service process of theirs. Then we introduce the concept and study method of social network, and describe its role during the technology transfer process. We analyze the elements that connect to the science and technology intermediaries, and propose our social network model for the intermediaries. Finally, we identify a set of potential determinants of technology transfer efficiency of the science and technology intermediaries, which include history, size, reward system, technology transaction pool and social network factors. And we identify the technology transaction contract volume and amount as outputs of our empirical model.Our data are derived from a survey, containing quantitative and qualitative questions, which was sent to 650 science and technology intermediaries across China. And finally, in total, we received information from 29 of those 650 institutions. We analyze our regression model with the data by employing multiple linear regression method. The results of the analysis are as follows. (1) The history of the science and technology intermediary has no effect on the efficiency of technology transfer. (2) The size of the science and technology intermediary has no significant effect on the efficiency of technology transfer. (3) The intermediaries with higher average salary are less efficient in generating new contracts, but have no significant effect on the technology transfer income. (4) The intermediaries with larger technology transaction pool are more efficient in technology transfer. (5) The science and technology intermediaries with larger social network scale have higher levels of technology transfer efficiency. (6) The leadership's executive-level of the science and technology intermediaries has negative and significant effect on contract volume, but has nothing to do with the amount of contract money.Based on our conclusions of the empirical analysis, this paper proposes policy recommendations on how to promote China's science and technology intermediaries to improve their technology transfer efficiency.
