Research On Financial Support To Small And Micro Enterprises Of Policy Banks During Market Transformation Period

Small and micro enterprises play an irreplaceable important role in innovation ofscience and technology, enlivening the market, increasing employment, making thingsconvenient for the life of people and so on.Their contribution to the national economygrow with each passing day. But it's true that they are in the status of vulnerable groups.The financing problem is always there. In the context that global financial crisis don'tdissipate, many small and micro enterprises are still in the trouble of market atrophy andthe capital chain rupture. Since2011the central bank's credit tightening policy hasfurther worsened the survival situation of small and micro enterprises, and contradictionof capital supply and demand is more outstanding. On the other hand, the StateDevelopment Bank as the representative of the policy banks in the market transitionprocess, which face to the outstanding problems and development bottlenecks offunction positioning, the source of funds, the mode of operation, business area and so on,also must innovate management concept and change the development mode andbusiness model and seek new economic growth point.This paper analyzed the financing difficulties of small and micro enterprises bycombining the investigation of the previous research with related literatures, deeplyanalyzed the current situation and problems of policy banks in carrying out small andmicro businesses loans, at the same time explored the necessity and feasibility of policybanks in financial supporting to small and micro enterprises.On that basis, it gave someadvice for solving the problem of small and micro enterprises financing of markettransation policy banks from the angles of government and policy banks by drawing onthe successful experience of foreign policy banks.
