Technical talents are solid foundation and core element of the technical enterprises, in today's rapidly changing market environment, the competition between enterprises are human resources competition based on technical talent, whether the enterprises can establish a scientific and dynamic incentive systems or not, at the same time keep and encourage them, in order to motivate their enthusiasm and initiative is an important proposition.This study consists of five parts. The first part is introduction of the purpose, significance, methods and innovation of this study; the second part is literature review, which summarized the related theory; The third part introduce the overviewof CZT pilot zone and technical talents; The fourth part is the empirical analysis about technical talents in CZT pilot zone.Firstly, design and send out questionnaire, then recycling, sorting, screening and inputting data; Secondly, using spssl7.0to process data and analyses results, making CFA after EFA to get5dimension of incentive factors, then, study the relationship between different variables. Finally, described the results of this study; The fifth part is incentive proposals for CZT enterprise, and give recommendations for follow-up study.The findings are mainly as follows. Firstly, motivating factor can be divided into pay incentives, growth incentives, work incentives, environmental incentives and innovative incentives; Secondly, incentive satisfaction for innovative behavior are positively correlated; Thirdly, emotional commitment and innovative behavior exists significant positive correlation; Fourthly, incentive satisfaction influent innovative behavior via emotional commitment; Fifthly, technical professionals have generally higher incentive importance and low satisfaction.This study suggests that human resources is becomes the core competitiveness of enterprises increasingly, companies need to take management improvement measures and incentives to improve staff satisfaction. At the same time, the technical staff emotional commitment and innovation behavior has strong positive correlation, so companies can improve the emotional commitment of scientific and technological personnel as a breakthrough, and to take positive measures to improve innovation of scientific and technical staff.From the perspective of human resource management system, improve the following areas specifically: monetary remuneration, non-monetary remuneration, work incentives, training and career planning, etc.
