The public utility whose price level and service mode have a close relation to the mass interest is the basis of the development of the modern society. With the features of the monopoly, the regional service and the political nature, there have been a conflict between the mass, which has a demand for the high-quality service with a low price and the enterprises, whose goals are to maintain their monopoly position and get a high profit. According to the current development situation of the public utilities and services, it is necessary to make the enterprises become independent competitors and let the government balance the social interests by separating the enterprise from the government administration, the functions of government from those of institutions. Hence, the situation in which state-owned enterprises and institutions play the roles of operators in public utilities and services must be reformed.
