| Illegal land trade is diversified, destructive, intractable and related. The action will cause catastrophic consequences to both social and economic stability, endanger the livelihood of both China and its residents and hinder social and economic development. In turn, chaos in law and order will be caused, leading to an astronomical loss in China's natural resources, a decrease in the availability of usable land and deterioration in the ecosystem. Therefore, by looking at a bigger picture and taking responsibility for the next generation's future, we must punish those who violate the land usage law severelyHowever, a phenomenon exists: difficulty in taking action against those who have violated the laws of land usage. This problem has always been highly prioritized but that does not make law enforcement-- comprising of three parts: discovering, investigating and punishing violations-- any less tricky for the government and the land management department. The failure to enforce laws will hold an individual's integrity, an organization and even the system accountable. The reasons include these: the assets of land management departments are controlled by the central government; the independent actions taken by the Land management Department; the limitations of the authority provided to an official; the long administration time and the inefficiency of actions taken; officials'low level of proficiency in law.The report used the example of Chang Sha County. It analyzed the land surveillance situation in that county and introduced the successful implementations of its surveillance policies.Importance, in this report, is placed on internal and external reasons, and 8 probable countermeasures for this issue. The uniqueness of this report is that it delve deep into the analysis of the internal reasons and the suggested recommendations: to improve the structure of land surveillance, put in place a dual leadership base, specify that only superiors can handle cases of land usage violation and exercise direct administration of cities by a province; to better the law, it is suggested that officials are given the power to punish those who conduct illegal land trading so as to shorten the time taken up by bureaucracy and thus, increase the efficiency of administrations; implement inter-departmental suppression so that policies and laws will be carried out without fail and those who broke laws will be harshly punished; enhance workforces' dedication to their job; use technology to aid in land surveillance. |
