Therefore, the study of regional logistics system planning has become the necessary work of adapting to the trend of regional economic development.Based on regional economic theory, theory of modern logistics and regional planning approach,this paper planning the regional logistics system from the perspective of regional industry resources. Through in-depth analysis of regional industrial resources and find out the advantages of industrial resources, use the grey system theory to predicting its logistics demand and find the matching structure of logistics; Combined with the objectives and principles of regional logistics system planning , this paper determine the regional logistics system should have service and support, integration and coordination, orientation and platform, hub and networks four functions, and design the functional structure model of the regional logistics system; The overall framework of regional logistics system is consists of the strategic target system, logistics infrastructure layout system, logistics information network layout, logistics standardization system, logistics technology and equipment safeguard system and logistics policy and organization operation, then plan and design the six sub-system; Finally, this paper takes the logistics system planning of Shenyang city as an example to verify the planning method's feasibility and reasonable.This paper based on resources advantage of industry plans and designs the regional logistics system, which is more scientific and rationality. Regional industry resources are the root of the logistics demand and they are also complex and diverse, this paper selects the advantage industry resources and ignores the disadvantage industry resources influence, which can make the prediction of logistics demand have high accuracy and can be implemented. Therefore, the planning of regional logistics system based on the industrial resources advantage can better meet the needs of regional economy's development and better achieve the supporting function of logistics which as a producer services industry, then improve regional competitiveness, as the same time it will provide the necessary research theory and method for regional logistics system planning.
