Nowadays, with the rapid and dynamic development of science and technology, new mobile internet technology arises in mobile internet technology which has caused great impact on traditional business. The sustainable and promoting transformation is the only road for the future development to China Telecom. As one of the key businesses, great attention has been paid to ICT day by day.The purchasing logistics management under Supply Chain Management environment is the important method to enhance the core competition in modern telecom. However, because of the own characteristic, purchasing logistics management of ICT could not meet the existing and traditional business management system, so that the restructure and unification should be taken into account to adopt the changing market. The article introduces traditional Supply Chain Management in China Telecom Co. Ltd. Lianyungang branch, introduce internal and external environment, definites the necessity and points out the restrICTion in developing ICT. It also analyses the questions concerning the logistics structure, the procedure, the purchasing management mode,supplier management and so on, and makes some advice to improve operation efficiency as well as the sustainable competition.
