Since the founding of People's Republic of China, especially since the Reform and Opening, China's socialist modernization construction has made great achievements, the overall economic output and living standards of people has achieved leapfrog development. Nevertheless, China's current economic development has encountered serious challenges. Extensive economic growth; Economic growth simply relies on an increase in the amount of production factors; Irrational industrial structure; high-tech industry and modern service industry lags behind; Independent innovation capability and corporate core competitiveness is weak; Economic efficiency still remains to be increased. On the other hand, the rapid development of new scientific and technological revolution in the 21st century is pregnant with new breakthroughs which will profoundly change the outlook of economy and society. The rapid development of new industries such as new energy, new materials, and new generation of information technology provides a rare historical opportunity to improve the national competitiveness of our country and to catch up the developed countries.Since 1950s, industrial technology alliance in strategic emerging industries has received more and more attention from governments around the world. A lot of developed countries such as the United States and Japan regard University-Industry-Government (UIG) Collaboration as standard and target, making their utmost efforts to promote the communication and cooperation among big companies, famous university, research institution and finance capital both at home and abroad. Nowadays, under the circumstance of globalization, industrial technology alliance has become the new paradigm of economic development, and is regarded as the core of the national technological innovation system.This paper started with the nature of industrial technology alliance in strategic emerging industries as a starting point, and further discussed the definitions of emerging industries and industrial technology strategic alliance, the principles of the formation of industrial technology alliances, innovation mechanisms and types. Also, theoretical analysis of industrial technology alliance was conducted with the transaction cost theory, resource theory and the theory of the triple helix. Secondly, this paper systematically analyzed China's situation and trend in the development of industrial technology alliances in strategic emerging industries. Then, a thorough comparison of the development process, model and mechanism between the United States and Japan which have the most successful experiences in carrying out industrial technology alliances in emerging industries was conducted and the advanced experiences of "American model" and the "Japanese model" were summarized for China to learn from. Afterwards, a DEA model which contains corresponding indexes was established and was applied to evaluate the innovation effectiveness of "American model" and the "Japan model" in Industrial Technology Alliance over the past 50 years; Finally, on the basis of the evaluation results, combined with the reality of China, this paper put forward suggestions on the development model and mechanism of China's strategic industrial technology alliances in emerging industries. |
