Three old" transformation, namely, old town, the old village, old factory buildings, in the current land resources is increasingly outstanding contradiction of supply and demand situation, expand the construction space, security for development important way, is to promote the work of land saving and intensive use the important content, but also improve the appearance of the city and living environment, improve residents quality of life, building a livable city is the inevitable requirement of modernization.This paper takes the Guangzhou city" three old" reconstruction work, the old city reconstruction project -- BFS project as an example, focusing on the BFS project from the relocation to the completion and acceptance of the whole process of development and construction, analysis of the impact of BFS project development schedule problems. Since the last century since the ninety's, with the development of our market economy and the tide of reform and openness, the transformation of the old city in many large and medium-sized city reached a hitherto unknown scale. Change the look of the city, improving the living standard of people, mining city land potential and many other factors, the transformation of the old city in the city building of significance and occupies an irreplaceable position. However, the transformation of the old city and city construction in a very tough job. Based on the BFS projects in the entire process of combing seriously, this paper puts forward the factors, including the government behaviors and owners of factors, changes in investment effects into three BFS project construction schedule problems.This paper through the detailed data collection, master BFS project and each index feature. Using the system of dynamic control point of view, to a collection of BFS projects in the entire process of the data were summarized, compared and analyzed, on the BFS project construction process leads to the delay in the schedule of human factors, including the government behaviors and owners of factors and the change of investment, a total of three issues were analyzed, mainly summarizes the above three problems in the transformation of the old city of features, combined with the current Guangzhou city policies related to the above problems presents practical solutions, so as to accelerate Guangzhou city and even the future transformation of the old city of Guangzhou city land resources, to solve the contradiction between supply and demand, offer valuable reference experience and significance.
