Upon stepping into the 21st century, whether enterprise or government organization department are facing more and more challenges. Information explosion, resource scarcity, rapid development of network, e-government, etc, which greatly change the power sector of traditional organization in management mode and efficiency.Learning organization has really got into the practice field. As a result, it has a huge impact on the power sector of traditional organization in management thinking mode, especially in the organization department timely feedback and power execution constraint planes. Thus, how to establish effective constraint management mechanism to fully mobilize the initiative and creativity of organizations at all levels should be the priority of the organization department.This article starts from the Enterprise's traditional internal control theory, then derivatives to the government department authority restriction and organization of "internal control" feedback theory construction, pointing out that the government's internal control should act as the actual monitor and managers of organization power operation. Essentially, power exercising main body must work in the scope of the contract, which will not only fully mobilize the initiative and creativity of organizations,but enhance the strain capacity and adaptability of the organization department.Keeping the organization department always in a state of relative balance has great importance in improving governmental power efficiency and effect and credibility.From the angle of the organization department, this article newly interprets the internal control's connotation, subject, object, content, target and significance, etc, and construct the internal control research framework of organization department, in the hope that the organization department internal control theory steps into depth study and makes internal control theory plays a bigger role in governmental organization department.The whole thesis belongs to certain scope practice research about the organization department internal control theory. Due to that internal control theory contains informative disciplines and content, so this paper is supposed to be comprehensive research interdisciplinary and interdisciplinary. Using literature index, case study, case contrast,etc. based on operations management and administrative management research from experts at home and abroad,in combination with the organization department power internal control mechanism status quo and double attribute of the organization department the characteristics of power, from the internal control relevant theory, comparison, Chinese power internal control concrete practice, power internal control choice and the consummation, comprehensively using management, operation management, ISO9000 quality management system, process reengineering of multidisciplinary, etc, this article makes study on the organization department internal control mechanism, status quo power features and relevant countermeasures, striving to explore the organization department power internal control mechanism that is consistent with the actual situation in our country and corresponds to prevention and punishment system requirements.
