Since 1980s, non-governmental organizations (NGO) have been prospering and become a new prominent player in the politics and economy of this ever-changing world. The impact of NGO is so broad that NGO has been considered as one of the key players, together with government and companies, in the management of our society. NGO is therefore essential and constructive for boosting economy, evolving civilization, and developing democratic and legal systems. In China, private sectors emerged as a minor economy player from economic reform which started in late 1970s and have ever since developed via a series of historic changes of their role in our economy:from an indispensable and beneficial supplement to public sectors, to an important part of our socialism market economy, and in the end, to an equal player in various economy sectors. Therefore, a new type of NGO -- the private entrepreneur association (PEA)--is bound to playing a key role in China's political and economic activities. However, as PEA is currently managed by the department of industry, commerce and governing, the emergence of Bureau of Industry and Commerce and rapid economy development pose new challenges to the development of PEA, which has not been well studied. In this work, the PEA in the city of Lianyungang is chosen as the research topic in the studies of new challenges it has been facing and possible solutions it may benefit from. The thesis is divided into five sections. SectionⅠI introduces the general features of NGO and compares PEA with other NGOs, in order to elucidate the inherent characteristics of PEA in the framework of general NGO. SectionⅡshows the development of PEA in Lianyungang, covering its historic evolution, current status, social functions, and lessons in the progress, etc. SectionⅢindentifies the prominent challenges to the PEA development in Lianyungang and analyzes the causes of current situations. Section IV proposes possible solutions in overcoming current challenges, mostly from two perspectives:the reform of government and the improvement of PEA itself. Section V draws a conclusion.
