| Shanxi, which occupies 1/6 of national territory, with the 1/4 of the national coal reserves to support overl/4 of coal demand, is the important energy and heavy-chemistry base in China. After three decades of large-scale development, Shan xi has formed a resource-based industry cluster, which includes Coal, Power, Steel, Metallurgy, machinery manufacture, chemical industry and so on. Shanxi resource-based industry expansion causes a series of problems, such as resource exhausting, single industrial structure, wasteful use of resource, abominable ecological environment and sever situation of safety in production. These all threaten the economic development of Shanxi. Although market provides the main power to promote the transformation of resource-based industry cluster in Shanxi, the government also play an important role in transformation which is health and sustainable. It is because that simply relying on market mechanism cannot solve negative influence which is caused by the course of transformation. Government can play a guiding role by using its macro-control. Therefore, the government is a plan maker, public goods provider and market order of supervision manager in the course of transformation.This paper tries to illustrate and propose the government measures for transformation of Shanxi resource-based industry cluster from multiple perspectives, using the theory of industrial economics, economics of government, public management and so on. Through studying the meaning and mode of transformation of Shanxi resource-based industry cluster, it will explore the path of transformation of Shanxi resource-based industry cluster and its failure. Furthermore, on the bases of that, it wills analysis the measure of government in macro-control of transformation in order to awaken the necessity for governance. Finally, by all above studying, the author will propose government countermeasures for the information of Shanxi resource-based industry cluster from the different perspectives. |
