Since 90s of 20 century, under the guidance of economic globalization and market economy concept, our country economic system has changed, enterprise reform are also gradually spread and china social security system itself is vulnerable and underserved, which leads to many economic and social problems and the number of poor people is increasing. Poverty is not a personal question, but affects the entire family quality of life. Shanghai is the earliest city which carries out minimum subsistence guarantee system, and does the work for poverty well. But poor families'livelihood capital still exists problems.This paper takes the city minimum living standard families in D district of Shanghai City as a sample. It comprehensively uses questionnaire and interview method. From the three aspects about the city minimum living standard families' human capital, social capital and economical capital, this paper depicts the current status of their livelihood capital. The research finds that these families are lack of livelihood capital and the operation is obstructed. Specifically, the low level of human capital and its internal un-coordination; lack of social capital and has been consuming state; be short of economical capital and lead them not to achieve development;these three kinds of capital influence mutually and interact each other,which lead to the sluggish of livelihood capital. The families can not change the poor status by themselves. Because of the internal and external factors, this paper puts forward some Suggestions to achieve the livelihood capital accumulation and effective operation.
