Development of human society is a process of a continuous development and using resources. Iron and steel manufacturing is a resource and energy-intensive industry, and then it is also a high energy, high pollution and resource-dependent industry, which not only promote rapid economic development, and meet the growing material needs, but also create a large number waste of resource and energy serious pollution in the atmosphere.This paper based on the concept of green consumption, resource-energy constraints limiting and iron and steel enterprise changing ideas. In this reality background Inheritance and review the systematic existing research result, A study on Anshan Iron and steel enterprise. Firstly focusing on emergence, development and content of sustainable development, low carbon economy and circular economy theory. And combining iron and steel enterprises environmental management of innovative theoretical knowledge, using historical method of induction and theoretical innovation, giving a more systematic exposition of the content of iron and steel enterprises environment management. Secondly analyzing the practice of the domestic and foreign iron steel enterprises environmental management and the status of Anshan Iron and Steel enterprise environmental management, using of data analysis DEA model and analysis of iron and steel enterprise in environmental management reasonable and necessary. Finally drawing on existing research, the advanced experience of foreign and domestic steel companies and business model analysis of Anshan Iron and Steel, and then proposing Anshan Iron and Steel enterprise environmental management strategy.This paper uses the method of combining theory with practice all along, through the research to guide the Anshan iron and steel enterprise in the context of low-carbon economy and circular economy development, to adapt the sustainable development strategy ,to meet environment protection and recycling use of resources, drawing environmental management experience on domestic and foreign iron and steel enterprises,in order to achieve low-carbon and the objective ecological steel companies, Anshan iron and steel enterprises should base on their actual characteristics, beginning environmental management and improving enterprise competitiveness.
