Energy, environment and economic development are closely associated the global problems, to solve these problems, joint efforts and cooperation among all countries are needed. Because of the shadows left by the twice global oil crises and several times of partial energy crisis, people are increasingly worried about resource exhaustion. The climatic change from 1990s makes the emission reduction of greenhouse gases been highly concerned. The rapid development of global economy, the frequent natural disasters, such as earthquake and volcanic eruption in recent years makes people be aware that the environmental problems caused by energy source are extremely urgent. How to coordinate the relationship among energy, economy and environment (3E) and how to balance the coordinated development among energy consumption, environmental protection and economy have been the topic problems of social studies of human beings.The economic development of Guizhou province highly depends on the investment of energy element. To enhance the comprehensive decision of energy, environment and economic systems and realize the all wins of energy, environment and economic development have been the essential problems to be solved for sustainable development of economy. So the coordination and sustainable development among economy, energy and environment systems in Guizhou province is a topic for deep study. The study content of this paper mainly consists of the following aspects:(1) Analyzing the current situation of energy consumption, environmental pollution and economic development in Guizhou area. The energy in Guizhou mainly relies on coal, there is power development advantages benefiting from both coal-fire and water, but the use efficiency is low because of the poor capital and technical investment in mineral resource development, the sustainable utilization of resource and the protection to ecological environment are seriously affected, the economy in Guizhou is generally backward and the difference from the national average becomes bigger and bigger.(2) Establishing 3E model evaluation index system, performing cross comparison for the energy-environment-economic coordination between Guizhou and other areas in China, and obtaining that the energy coordination degree in Guizhou province ranks No.l8 in China, which is a state far from coordination; the environmental coordination degree in Guizhou province ranks No. 21 in China, which is primary coordination phrase; and the economic coordination in Guizhou province ranks No. 25 in China, which is non-coordination state; the 3E coordination degree of Guizhou province ranks No. 23, which is non-coordination state.(3)Establishing Econometric analysis, perform the relationship of Energy consumption environmental pollution and economic development for Guizhou Province. The relationship based on energy, environmental and economic development factors for long-term dynamic analysis, the corresponding cointegration model and error correction model. Obtained the degree of pollution in Guizhou Province deepening in the long term will lead to a decline in GDP and economic growth will exacerbate pollution; economic growth and energy consumption between the mutually reinforcing relationship; technological progress in the province to improve the environment has not yet reached Target, energy processing efficiency is still constrained economy, the environment one of the factors.(4)From "five-second" to 2020, rapid economic development in Guizhou, but also to achieve two fundamental changes in the critical period, maintain energy, economic and environmental development, the paper proposes a sustainable development in Guizhou Province Policy recommendations.
