Study Of Public Participation In The Process Of Construction Land Increase In Urban Areas And Decrease In Rural Areas In Suzhou Urban

Public participation in the process of construction land increase in Urban areas and decrease in Rural areas (which called "hook" for short) is not only the related policy documents of standard "hook" required, but also the inevitably choice of effective implementation of "hook". This article points out that the public participation in the current "hook" process is deficient and there exist improper timing, limitations in participation body representativeness and lack of effective participation ways and corresponding system design, etc. This article construct the frame structure through the following two: 1) Conclude the result in participation concept, participation body, participation ways and participation system by reading the literature at home and abroad, and establish a theory for the public participation system that the author is going to construct in the"hook"; 2) combining with some cases, find the problems in the public participation of the current "hook" process and do some research about the public wish of participation in the "hook" process, find the landing site in the construction of public participation system. The shinning point of this paper is the construction of public participation system in the "hook".This paper is divided into five parts:The first part is mainly about the background, the meaning, the research content and methods and the technical route, etc. In this part, the author defines the main content of this paper and the research methods which are going to be selected, sorts out the results in participation concept, participation body and participation system through the literature reading at home and abroad and establishes the theoretical foundation for the study. The second part's purpose is mainly to expound the related theory in public participation and get what the theory demand for public participation. At the same time, the author is going to sum up the evaluations criterion that public participation requires in participation motives, participation body, participation level and participation effect, and establish the theoretical basis.The third part is mainly about the case of the town of Loufeng, through the investigation about public participation situation in the current "hook", the author finds out the following problems: 1) who will participate which means the chosen of participation body; 2) how to participate which means the chosen of participation way s; 3) what is the participation content which means the participation system. Through the investigation of public participation, the author concludes that the most important problem in public participation is the system design deficiencies, so, a full set of system of public participation during the current "hook" process which are helpful must be constructed to realize the effective public participation.The fourth part wants to expound the necessity of bringing public participation into the"hook"first, and then construct the public participation system in the "hook" process.The fifth part is mainly to the author of the paper reviewing and summarizing.
