The Study Of Governmental Cooperation Mechanism In The Economic Integration Of Three Regions In China

The development of the governmental cooperation results from the combination of political reform, economic development, the need of public management and government image improvement. The economy globalization and regional economy integration require the local governments to be cooperative. The cooperation of governments can slove the regional social problems, help establish public social service theory and build service-oriented society. The governmental cooperation mechanism under the background of regional economy integration means that with the guidance of central government policy and with the basis of the common knowledge of regional overall interest, the local governments push forward the regional economy integration with the means of organization and policies. Till now, the main obstacle is regional protectionism. In order to speed up the integration of regional economy between the east, the west and the middle, we must intensify the efforts to coordinate the local governments.After thirty years of development, China's regional economic structure presents a number of bright spots and the regional economy of three regions has begun to integrate. If the local governments have a good cooperation, it will do good to the distribution of regional resources and avoid wasting the pulic resources; it will do good to the modification of industrial structure and avoidance of blind competition; it will also promote the regional economy integration of these three regions.In the process of building the governmental cooperation mechanism, the win-win principle, the mutual-trust principle, the principle of being reasonable and legal, and the principle of market domain system should be observed. Building the mechanism includes the laws and regulations construction, institutional framework construction, perfection of cooperation principle, and the reform of performance evaluation system. The enterprises should become the subject of the market and unified market competition rules should be set. Furthermore, the regional coordination should be improved and the effectiveness of governmental cooperation should be reinforced. Last but not the least, construction of infrastructural facilities should be fastened, which can provide convenience for the development of regional cooperation.
