In 2004, the Party's fourth plenary of sixteen session put forward constructing a socialist harmonious society definitely. Enterprises are the main participants in the market economy, and they have undertaken the significant social responsibility, so the harmonious society can not be constructed without active support and participation of the enterprises. The construction engineering and service industry have been developed rapidly with the further reform and opening. However, the survival and development pressure that the Chinese construction engineering and service enterprises confronted is increasing under the environment of globalization. In this context, enterprises must strengthen human resources management, especially performance management.XX Company is a professional enterprise which engaged in construction engineering consulting service. In this paper, we research and design the system of performance management based on the practical situation of the company. Firstly, we expound the basic theory and methods of performance management, especially the connotation of it from the perspective of harmonious society. Secondly, the human resources and performance management of the company are analyzed, especially the problems and reasons of performance management. Thirdly, the system of performance management is researched and designed which aimed at these problems and the practical situation of the company, containing the performance goals and plans, performance evaluation, evaluation result applied and so on. Finally, we put forward some security measures, containing personnel security, organization security, information security, and enterprise culture security, in order to make the system of performance management can be carried out effectively.This paper provides some significant guidance advices to the performance management of XX Company, and it also provides enlightenment to the other enterprise's performance management work.
