Research On Organizational Model Of Enterprise Project Management

Project Management is a kind of very effective management idea and method. Along with the development of Project Management theory and practice, more and more companies are applying the management theory and method of project, a new kind of management pattern-Enterprise Project Management (EPM) produced. EPM combines the general enterprise management theory and project management method, and it manages the tasks as projects inside the enterprise from the higher management level angle. Its core theory idea is to make the daily operation and various tasks refer to or in accordance with the project management method to be managed. It is a long-term organization management pattern which takes the project as center. The foundation of management by project is to study the feasibility of EPM, research the organization model of EPM and construct the organization system during the process of EPM.The existing project management organization model is divided into functional organization model,project organization model and matrix organization model. And through analyzing the three general organization models and finds out that the functional and project organization model have some drawbacks. Although the matrix combines the advantage of the functional and project organization model, it still has some disadvantage. Meanwhile, putting the project into the whole operation process to be managed together is becoming more and more oblivious for companies, so the theory of the Office of Project Management (OPM) has been developing fast. The main responsibility of OPM is to supply support and control for the entire project within the company and afford the organization platform for project management. But the OPM also has the problem of the unclear position and the vague responsibility and right.This paper is to construct the organization of EPM based on the matrix organization model combined with the PMO and proceed the construction of the performance evaluation system,financial control system,encouraging system and resource coordinating system. According to the organization model constructed by this paper, this essay also proceed the organization's effectiveness by the method of AHP and FUZZY.
