Study On National Pooling Of China Pension Security

Everyone will face with the problem—retirement. Pension insurance system is the core content of the social security in the world, and often determines the success or failure of the whole social security system. In the 21st century, our country's process of population aging has been significantly speeding up. Confronting with gradually aggravating pension pressure, we must revolutionize the current pension security system. However, low overall planning of the pension insurance at present severely hinders the revolution of the whole pension system. So far low-level pension security system which is divided into more than 30 fractionlets that not only can't perform its function of mutual aid and relief, and diversification of risk, but also not beneficial to labor resources'optimized disposition.In this article, first, I list the pension insurance system which from the founding of China to nowadays, and defined the conception of national pooling. With analyzing the system, I find out its problems of disorders, random accounts and fragmentations about our national pension insurance system. Besides, low-level pooling could bring various problems for the pension system and even the entire social development, such as risk of fund security, aggravating burden of finance, and possibilities of social venture etc. Then, I discuss the meaning of national pooling from kinds of perspectives—fund security, social stability and the unity of labor market. At last, I analyze that institutional and interest factor are the main impediments of realizing national pooling. And according to our country's current economic and social development, drawing a conclusion that it's time to realize the national pooling of pension system. Some of conditions, such as, economy, technology and introduced related system has been matured. Also, this paper proposes the ways and some measures on the national pooling.
