Analysis And Evaluation On The Growth Environment In HeiLongJiang Province Of Small & Medium-sized Technological Enterprises

Mighty innovation ability and adaptive capability in market environment make SMEs (Small & Medium-sized Technological Enterprises) become a powerful driving force in the process of industrialization and modernization, and they are also the powerful support of the inference that "Science and technology are primary productive forces". Although in recent years, SMEs in Heilongjiang province develops continuously, there is a huge gap between Heilongjiang and other well-developed provinces, both in quantity and size. There are many problems in the growth environment, and all the problems impede SMEs'development. Taking the external growth environment as the research subject, this thesis analyzes and evaluates the growth environment of SMEs in Heilongjiang province. And according to the results, it explores the countermeasure for optimizing the growth environment of SMEs in Heilongjiang province. Therefore, this research is both theoretically and practically significant.Firstly, after giving a theoretical analysis of growth environment for both minor enterprises and SMEs, this thesis defines the connotation and characteristics of SMEs, and describes its importance status and role in national economic development. And then it makes clear the content and characteristics of SMEs'growth environment, discusses the interactive relationship between the growth environment and firm growth, and compares the situation of SMEs in Heilongjiang Province with other provinces.Secondly, on the basis of accurate grasp of SMEs'characteristics, this thesis puts forward the analytical framework of growth environment system of SMEs, according to the existing research findings about growth environment of minor enterprises, private technological enterprises and high-tech enterprises, namely to divide the whole environment which has an effect on SMEs' growth into direct environment system and indirect environment system. Accordingly, this thesis gives the environment subdivision. Therefore, direct environment system is made up by financing environment, technological environment, talent environment and social service environment. Indirect environment system is made up by policy and legal environment, social culture environment, economic environment and industrial environment. All the 8 environment elements jointly form the whole growth environment of SMEs in Heilongjiang province.Thirdly, this thesis establishes an integrative assessment indicator system based on the analysis of environment elements. The indicator system includes 8 dimensions and 36 indicators. And it chooses AHP to determine the weight and integration of fuzzy to evaluate the whole growth environment.Finally, with the evaluation model, this thesis does a empirical research on the growth environment of SMEs in Heilongjiang province. According to the results, it analyzes the problems of growth environment in Heilongjiang, and gives some advices for environment optimization, including technology financial developing, technological environment completing, talent support system establishing, social services system improving and government functions changing and Strengthening. Results of this thesis provide the theoretical basis for related government departments to take measures to optimize the growth environment and are also conducive to promote the healthy growth of SMEs in Heilongjiang province.
