Research On Jilin Province Highway Construction Management System

Expressway is an important basic infrastructure of the development of national economy. All the provinces in China attach great importance to the construction of expressway. Being a laggard of expressway construction, Jilin province puts forward a new plan to build 2,650 kilometers of expressway in the twelfth"five-year plan". The number is one and a half times of the total amount of 16 years'construction projects since 1994 when the first expressway had been built. According to the present administrative system of expressway construction, more administrative staff would certainly be employed to help to accomplish the project. Meanwhile, there exist many problems amid the expressway construction, such as the difficulty in securing the exterior environment. It's bound to reform the administrative system of expressway construction if we are to solve these problems.Making a depth analysis on the past and present situation of the expressway construction in Jilin province and using the experience of foreign countries'for reference, this paper proceeds from the formation of the administrative system of expressway construction and proposes a new mode of joint-construction between the province and the city under the circumstances of a mass of projects, in the hope of solving administrative personnel shortage and overcoming the difficulty in securing the exterior environment. The problems of administrative system of expressway construction include the separation of construction and management; the division of the right by different departments; leviathan of different organizations; failure to guarantee the construction environment. The reason dates to the history of the development of expressway construction and lies in the faultiness of management organizations. We must proceed from material basis in order to solve the system problems because management organizations and administrative staff are tangible elements and material basis of the formation of expressway construction's administrative system. At the same time, through the study and analysis of the experience of foreign countries and other provinces, it's not difficult to find that the management of expressway construction of Jilin province must be in a unified enterprising mode. The mainstay must be the government; the involvement of cities is an effective way to break up the whole project into parts. This mode has been successfully adopted by many other provinces in China. Thus, the mode of joint-construction between the province and the city is advanced in the hope of providing some reference for the reform of expressway construction's administrative system.
