Along with the deepening institution system reform in China, personnel system reform becomes the most difficult problem in the reform process, whose key is the reform of salary management system. The original salary management system, distribution based on grade and average, can no longer motivate employees'enthusiasm and creativity, which results in lower efficiency, losing excellent employees and etc. Therefore, the institutional organizations which being transformed into enterprise units are now facing the critical problem that is how to design a scientific, fair and reasonable compensation system in order to attract and retain staff, and to enhance core competitiveness.With the study starting point of salary incentive theory, and the guiding ideology of the trend of domestic and international compensation design theory, this paper redesigns the salary management system for window service staff in Unit Z which being transformed into enterprise. First of all, the paper makes a survey on 54 window service staff satisfaction about their salary, to find the existing problems of original compensation system, and then conducts a comprehensive analysis and explanation. Secondly, combining actual situation of Unit Z which is in a special period of reform, according to the basic design process and principles of salary system, this paper settles details of job description, using behavioral anchored method to quantify the performance evaluation standard, determines employee salary structure by performance salary pattern. Finally this paper analyzes and evaluates rationality, equality and incentive of the compensation scheme by 7 expert validity evaluation method, and gives corresponding countermeasure to potential problems.Taking Unit Z as the object of study, this paper gives a in-depth analysis on the salary system of window service employees, puts forward a set of more scientific and reasonable salary system scheme with practicability and operability. We hope this article provide a significant argument.
