The revitalization of cultural industry provides vast development space for cultural enterprises, but human resource crisis such recruitment difficult and the brain drain has become significant hurdles restricted the development of the culture enterprise. Cultural enterprise and general enterprise has the difference in value, production methods, requirements, input elements, laborer traits, products, making human resources became the cultural enterprise's more core resources. Once the human resource crisis happened, cultural enterprise is more harmful. Therefore, strengthening human resources crisis management, improving the ability of distinguishing and dealing with crises has the important practical significance to realize the sustainable development of cultural enterprise.The paper introduced human resource crisis management problems of cultural enterprises from exploring the crisis, forewarning the crisis and resolving the crisis such three aspects, on the base of studying human resource crisis management related theory and cultural enterprise characteristics. The paper explored the reasons of the culture enterprise human resources crisis, and pointed out that the human resource crisis is generated from the result of comprehensive effect factors .And summarized the factors from organization external and internal two aspects. In crisis prevention aspects, the paper research focuses on the construction of human resource crisis forewarning system. According to studying cultural enterprises human resources characteristics and personnel structure characteristics and the basic requirement of human resource management, this paper establishes a set of human resources crisis forewarning index suitable for cultural enterprises,and determined the weights and alert value of warning index, using analytic hierarchy process and questionnaire .Through monitoring, recognizing, diagnosing, and evaluating the forewarning index, get the state of the human resources crisis, and provided related suggestion for handling of the crisis. Introduced the entire warning system detailed combining empirical. In dealing with crisis, according to the results of the early warning system diagnostic, combined with cultural enterprise human resources management features, through improving the relevant management measures, make enterprise human resources crisis improved. And introduce the response and measures after the occurrence of the crises briefly.
