Main elements include businesses, universities and research institutes, intermediary agencies and government ; Elements of technological innovation contains technological innovation and the inputs of technological innovation; Environmental factors from the trading environment, policy environment, division of environmental and cultural environment to measure;Elements of management and system innovation from strategic management, organizational management and system innovation perspective to evaluate; the performance of Innovation cluster including the profitability, innovative efficiency, development potential and social benefits.
