Study On Revenue Cause Analysis And Income Enhancement Countermeasures Of Wenzhou Farmers

It is a major assignment to solve the "three agriculture"problem in the overall construction of well-off society in our country as well as the important content of overall planning of city and countryside development and fulfillment of scientific development view. Currently, the farmers'income increase is the most outstanding and emergent problem as well as the core and focus of the "three agriculture" problem. This paper analyzed the affected factors of farmers'income and the existed problems in the increase of farmers'income in our city, specifically, the existed problems of farmers'low income increase in the developing regions in Wenzhou and so on by the system analysis of Wenzhou farmers'income source and characteristic, the situation of Wenzhou farmers' income increase and the low income farmers'distribution, characteristic and situations of income increase in the developing regions of Wenzhou, and proposed the countermeasures and effective ways to increase the farmers'income in Wenzhou. The main results are as following:First, even though the income of Wenzhou farmers was constant increasing, the farmers'income constructs were still unreasonable. Among the net income, the manufacture net income took up the absolute important place, and the wage income proportion was high, while the transfer income and property income proportion were low. The income gap of each county (city, region), city and countryside and among farmers was great. In the developing regions, the low income farmers'income showed low monetary degree, centralized occupation types, and the income gap as compared with other farmers was becoming wider, the quality of labor was low and the existence environment was relatively worse. The population of low income farmers was still huge, the living burden was heavy, the unbalanced development level, the environment of manufacture and surrounding was vile and the external environment still needed to be optimization.Second, agricultural comparative benefit was low, the price of manufacture and means of living was rising, and the rural community enterprise of countryside was confronted with challenges, the quality of rural labor was low, and the indemnification system of countryside was unsoundness, the rural fixed assets increased slowly and the spread of international financial crisis and etc. Those were the key factors and main existence problems which affected the farmers'income increase in our city. As for the developing regions, regional economy environment was poor, the farmers'information and the channel of income increase was hard to get, the price of agricultural means of production increased, and the rural infrastructure was uncompleted, the frequently natural disasters, the uncompleted social guarantee system, the low quality of farmers and the short of basal funding, etc. Those were the main problems to increase the low income farmers'income.Third, we could promote the income of farmers in our city by developing benefit agriculture, rural community enterprise, rural service, and expanding the village-level collective economy, developing the training of farmers, supporting the small towns' building, and exploring the ways to change the farmers' property to assets and improving all kinds of long-term mechanism, etc. which could improve the income of our city'farmers. As for the developing regions, to increased the farmers' income, we should form the surefire concepts of income increasing, and took the effective measures to solve the problems of developing regions, thus, the income of low income farmers would be raised.This study enriched the regional achievements of farmers' income increasing, and analyzed the factors and existing problems which restricted the farmers'income increasing in Wenzhou, and proposed some recommending and aiming ideas to increase the farmers' income in Wenzhou, these supplied certain consultation values to solve the problems of increasing the farmers' income in our government and relevant departments.
