Entering the 21st century, Anhui province faced the unprecedented opportunities for development. Anhui province is the important member of "The rise of the central region" strategy. The state council has recently approvalled The National demonstration--"Wanjiang urban undertaking industrial transfer demonstration area". It has taken Anhui Yangtze river valley into the state's strategic planning. Combined with location, population and economic level, the paper will explore the differences status of regional finance income in anhui province, which could provide an objective basis for other relevant policy formulation.This paper firstly reviewed the main course of study for the financial income since reform and opening in China. It found that in recent years the literature of discussing national financial income differences are springing. But in some extent, it will covers the diversity of cities internal differences cause. In order to make up for the defect, we are reducing the research category, finally, this paper chosen the central region--Anhui province as the research object.After comparison, we noticed that per capita index comparing with gross index is better to overcom the interference from some factors such as population and area. What's more, compared with Gini coefficient, V and RMD, Thiel index could decompose income by rigion better. So we choose Theil index as a tool to calculate regional differences of per capita finance income.Estimates showed that during 2005-2009, Theil index of the per capita revenue in Anhui province has a tendency that is after the first decline in rise. At the same time, through empirical analysis, we verified that relationship between per capita financial income and industry pattern is closely. In addition, The differences of per capita tax income between areas are obvious.Nextly, from the Angle of Per capita GDP and the three industries, we focused on the per capita fiscal income and the difference degree of "Cover areas". Finally, the paper put forward some concrete developing suggestions.The last part of the paper, we fully generalized the main content and came up with some added comments, which could deepen our understanding of the context.
