In 2007, the fourth assessment report on the UN Intergovernmental Panel on Climate Change (IPCC) regards that the fact of global warming is indisputable, and it has become a crisis and challenge facing the countries of the world. Low Carbon Economy is the best model to reduce greenhouse gas emission, response to global warming and realize sustainable development of social economy, which is characterized by low energy consumption, low pollution and low emission for basic economic model. The essence of Low Carbon Economy is energy efficient utilization, clean energy development and the pursuit of green GDP. The core of Low Carbon Economy is the technology innovation of energy and emission reduction and the fundamental transformation of industrial structure, system innovation and the concept of human survival and development.The government of China actively responds to climate change and passed first law of "renewable energy method" in 2005. On world climate conference in Copenhagen in 2009, the Chinese government solemnly pledged that:to achieve energy consumption per unit GDP reduce by 40-45% by 2020 from 2005 .Since China is push by the double pressure boosted to realize industrialization and undertake international obligations, some topics need to be studied, such as how to win more rights in the international arena, how to become "Made in China" to "Create in China" and how to use incentives public policy to promote the development of low carbon economyConsidering that, we can put forward some inspirational policies, such as public financial (carrying out financial subsidies on environmental protection industry, establishing fund on industrial upgrading and perfecting low carbon purchasing), tax (further implementation structural tax cuts, and levy carbon tax), finance(educe market access, relax civil capital investment area) and land (give priority to the new industry on land) on the basis of learning from foreign advanced experience and combining with actual situation in China. Starting with analysis on basic theory of Low Carbon Economic, we can adopt positive analysis, comparative analysis and the method of linking theory with practice and other methods and argue the necessity and feasibility to develop low-carbon economy in our country. In respect of other policies, we should actively develop renewable energy sources, promote the cultural consciousness of low carbon in the whole society and improve the function of service assurance, by all means to make sound and fast development of China's low carbon economy.
