The food consumption's changes in the total and structure are the two states which take place in the residents of urban and rural, changes in the total structure is the prerequisite and necessary preparation for upgrading, and the upgrading of the structure is the inevitable trend of the total's changes. With the development of economic and social and the enhancement of income level, food consumption of urban and rural residents has made a great progress based on meeting the basic needs of survival, and it is shifting respectively from the type of well-off to the type of wealthy, and from the type of warm and sufficient condition to the type of well-off, it is imperative for the upgrading of the food consumption.Through analysis, it can be found in recent years that urban and rural household's food consumption has undergone new changes, the structure of food consumption demonstrates the trend of upgrading:First, food consumption is reducing, at the same time, the consumption of aquaculture, livestock, fruit and vegetable and other by-products are increasing; Second, the consumption of green and organic foods gradually is increasing; Third, the patterns of food consumption changes significantly, the proportion of eating out is raising.However, compared with the trend of upgrading of consumption, the current structure of food industry and consumption is not reasonable:the development of agricultural is relatively fast, but slow the development of animal husbandry and fishery; relative to the needs of residents, milk and dairy products lags behind; the changes of trends in products of meat, eggs and aquatic and household is opposite to the trend in upgrading of food consumption; the proportion of primary products and primary processed products is too high in green food, the proportion of deep-processing products is low. Therefore, the structure of the food industry should be optimized based on the trends of the upgrading of food consumption.According to the ELES model of the food consumption structure, we can calculate the marginal propensity to consume (MPC) and the income elasticity of demand of the residents on various types of food, and what's more, we can further verify the trend to the structure upgrading of the household food consumption; By the means of the forecast of residents'food consumption through the gray system model during the " the 12th five-year program " and the calculation of the harmony between food industry. We can see the harmony inbetween green food consumption, food consumption and food industry is too low, so is milk, dairy products and consumption of eating out. Therefore, we can draw a conclusion that the main objectives of the structure adjustment of China's food industry are:one, expanding the space for green food industry; second, further developing the animal husbandry and food processing industry;the third, increasing the proportion of food service industry and developing the quality. To achieve the main goal of structural optimization in China's food industry, we should take respectively measures from the angle of government, enterprises, financial structure and market environment. Specifically, should include the following aspects:First, the government should formulate and implement industrial policy which could conducive to upgrading the industrial structure of food, establish strategic position of the developmmacroeconomic management. Second, enterprises should implement product innovation and technological ent of modern agriculture, implement policy innovation and strengthen the innovation, establish the concept of brand marketing and optimize the industrial relations between the major proportions; Third, from the perspective of financial support and market environment, financial institutions should provide financial support through products and services innovation for the food industry's upgrading, at the same time, should create a good market environment and atmosphere for the development of enterprises.
