Network planning technology, which is an important tool for the preparation ofconstruction schedule, resource planning and construction arrangements, is playing anincreasingly significant role in project program management. Through optimizing the networkplaning, it can save the constructon cost, improve the quality of the project, shorten theconstructon period and hence bring great economic benefits to the company. Therefore, theresearch of network planning optimization is essential to meet the overall objective of theproject.Currently, domestic and foreign scholars have got certain research results on networkoptimization and the reasearch is becoming more mature. But some aspects in researchobjectives, research models and the optimization algorithms remain to be improved. On thebasis of previous research, this paper establish the time-cost-quality tradeoff optimizationmodel as the use of multi-attribute utility function with the research object of three controlobjectives in resource-constrained conditions and the graphical analysis tools of GraphicalEvaluation and Review Technique, use particle swarm optimization algorithm to simulate andcalculate to get the most satisfied decision-making programs, and make the best schedule. Inthis thesis, the feasibility and practicality of the model verified through an actual case. Finaldecision by the application of the case analysis and the results of this paper explain that themodel has some practical value.Specific research work and achievements are as follows:1. Considering the uncertain factors in the project implementation process, establish theGERT network planning model, and study the solution method of the GERT network.2. Utilize the multi-objective optimization theory and multi-attribute utility function,andon the basis of the GERT network planning model, establish the time-cost-quality tradeoffoptimization model.3. Use Particle swarm optimization algorithm to solve the model, and then verify thepracticality of the model and the feasibility of optimization algorithm through an example.The innovation of this paper includes the following aspects:1. Considering the uncertain factors in the optimization of the network planning, establishthe GERT network planning model, make the optimization of the network plan more in linewith the engineering practice, and the target of the progam can achieve more accurately.2. Comprehensive analysis on "time-cost-quality" is made to achieve global optimizationof the progress of the project, make the optimization of the network plan more comprehensive,more perfect and better reflect the network planning program. Using particle swarmoptimization algorithm to solve "time-cost–quality" tradeoff optimization model can seek thebest solution which can make the time, cost and quality achieve the global optimum.
