Research On The Government Management To Tech Smes' Development In QinHuangDao

Tech SMEs in China have a significant role in economic development. Therefore,government managemant to promote development of the tech SMEs has importantsignificance.This paper mainly uses fuzzy comprehensive evaluation method to analysethe research on Government management of Qinhuangdao tech SMEs development, whichcontribute to development of tech SMEs and the government science policy.First of all, this paper defines government management and tech SMEs and otherrelated concepts, explains the theory of government administration. Main selectedmethods are expert scoring method, AHP and fuzzy comprehensive evaluation. This paperalso analyses the main policies made by the national and foreign governments forsupporting the Tech SME's major initiatives,which provide a reference for QinhuangdaoTech SMEs development.Second, combining the government management of Qinhuangdao Tech SMEsdevelopment practice, this paper uses theory of government economic management andthe theory of supply and demand, researching for the development state of tech SMEs,focusing on the analysis of Tech SMEs demand situation and government policies supply,concludes that the supply and support of government management is not enough.Again, this paper analyses that policy and legal environment, financial environment,social services and infrastructure, market environment, technological innovation andhuman resources environment are major factors that affect Tech SMEs development. Thispaper uses expert scoring method, AHP and fuzzy comprehensive evaluation method. Theaverage rating value obtained by the expert evaluation values, the weight obtained by AHP.The average score multiplied by the weight to get Weighted average evaluation value, Theweighted average evaluation value addition to get comprehensive evaluation value of3.4847. Explains that current Qinhuangdao tech SMEs development is generally, gets thatpolicy and legal environment of tech SMEs is most important.Then analysed problems.Finally, discusses countermeasures of government management of Qinhuangdao techSMEs development, including improving system of government security, making better policy-support system, broadening the financing channels, improving the social servicesystem, eliminating local protectionism, promoting the integration of government,production, university and research institute, improving the talent system, which could beas a guide of Qinhuangdao tech SMEs development.
