After comparing a various methods of risk assessment, using the values contained Borda method as a sort of commercial bank risk matrix risk of IT outsourcing basis of theoretical methods of qualitative analysis, and qualitative assessment in the traditional method of adding a quantitative basis, in the quantitative calculation using the analytic hierarchy process with group decision-making and clustering analysis and fuzzy comprehensive evaluation method.This system avoids inconsistency during decision process due to the expert's difference in technology and knowledge background, preference to certain metrics or personal prejudices. The system is proved to be a scientific evaluation system and model for choosing qualified outsourcees.
