A Study On The Local Government Behaviors Of Small Town Development

As the connection link between the urban and rural, small town plays an important role in reducing gap of the urban and rural, coordinating development of the urban and rural and propelling the urbanization construction. So, the development of small town has already caused great attention of the academics and politics. As an important developing subject, local government plays an important role in small towns'development. But there are some problems, such as the local government's offside, dislocation and so on. These problems have an effect with the development characteristics of small town, the government management system and the institutional environment, ect. So, it is very important to analyze the flaws and its reason of local government behavior, to explore how to regulate local government behavior, and to play local government role in small town development.Firstly, the article constructs a theoretical analysis framework, and analyses the small town's development connotation, development course, and policy changing. This paper discusses some general theory of local government behavior and analyzes the relations between small town's development and local government behavior. Secondly, this paper analyzes the local government behavior in the development of small town, which is about the local government behaviors mechanism, influence factors and flaws. Thirdly, this paper analyzes the government behavior in small town development overseas. Lastly, on the basis of research, this paper propose some suggestions, which including improving the management system, perfecting examinational system and widening Construction financing channels, ect.
