With the deepening of China's urbanization, the level of urbanization continues to be improved. According to the sixth national census data, the urban population in China has reached 666 million in 2010 and the urbanization rate has reached 49.68%, showing the urbanization of China is in the stage of acceleration. At the same time, the urbanization rate of Chongqing in 2010 has been up to 53.02%, far higher than the national average of 3.34%. And according to the developing process of urbanization in developed countries, Chongqing has entered the rapid development stage of urbanization in the late (urbanization rate 50%-70%). Based on this, the experts have made a professional estimation that the golden age of Chongqing's accelerated urbanization development can last for 12 to 18 years. The rapid development of urbanization correspondingly motivates the increase in urban population and expansion in the size of area, demanding more land for construction. There are two main ways provided for the solution of this problem: on the one hand, state-owned construction land stock can be of help; on the other hand, the challenge can be tackled through expropriation of rural land into state-owned construction land. And rural land transfer is the primary means to resolve the conflicts between the increase of construction land and the protection of farmland.This paper has drawn a summary on theories of urbanization and land transfer both home and abroad, and makes an excavation of their theoretical sources. The author also sorts out the changes of China's land system, analyze and summarize the patterns of current process of land transfer and emerging issues. Finally, based on the land transfer work in Chongqing, the author discussed the mechanism of land transfer and makes some recommendations: firstly, continue to improve and deepen the construction of a more flexible and transparent land trading platform; secondly, speed up the reform of household registration system and achieve comprehensive social security; thirdly, full play the government's public service functions and guide the farmers who suffer from land transfer to multi-channel employment to increase their income; fourthly, reasonably promote the development of small towns and solve the housing problems of the farmers. This paper not only provides a reference for further study into the land transfer mechanism, but also provides policy recommendations for the relevant functional departments, which prove the academic and practical value of this thesis..
