As a factor of production, land resource played an essential role in national economy system. This thesis reviewed and summarized critical laws, regulations and policies during the three decades since the establishment of land market. As a conclusion, the regulating history of land market can be concluded as four periods, and the most influential regulations are the land reserve system, public housing policy, restriction of enterprise behavior, restriction of real estate transaction and land taxation.In the multi-level land market system of China, central government, local government, enterprises and individuals are considered as main participants of the market. The varied targets lead to the conflicts between different participants, which has a negative influence to the development of urban land market. This thesis evaluated the mechanism of regulations from four aspects, which are policy assumption, target, input and output. Meanwhile, the regulations were also evaluated by the standards of public policy analysis.After empirical analysis and qualitative evaluation, this thesis calculated the efficiency of the regulations from the dimension of time and region using Data Envelopment Analysis (DEA). In the dimension of time, calculation of nationwide data from 1997 to 2008 showed that restriction of enterprise land reserve and public housing policy are more efficient. In the dimension of region, calculation of data from 28 cities showed that the restriction of enterprise land reserve and the land reserve system are more efficient.
