An Empirical Study On The Role Of Jing-Jin-Ji Region's Human Capital In Technological Innovation

Human capital is an important support for economic development, scientific and technological innovation which is a country or a decisive factor in regional competitiveness can reflect the potential economic and social development. Human capital is an important element of innovation resources of regional science and technology, and it is the carrier of knowledge. Since human capital is a long investment cycle, from primary, secondary, university or college we still continue to invest, therefore, in a short time by insufficient human capital would affected Regional Capacity to some extent. With economic development, there is a growing emphasis on human capital accumulation through the promotion of technological progress and technical innovation capability, thus speeding up economic growth.At present, the unilateral study of human capital or technological innovation capability of the theory has been very rich, and its maturity has been very high, but this paper will try to start from the linkages between the two, the main research are as follows:(1) In 1997-2009 "China statistical yearbook" and "National Science and Technology Funds statistical bulletin" for data sources, to the Jing-Jin-Ji of human capital stock, patent license number and R&D funds investment etc with descriptive analysis of data, define the human capital in the role of the regional technology innovation ability, including transmission function, independent innovation function and knowledge absorption effect.(2) Based on human capital and technological innovation capability theory, using Cointegration, Granger Causality Test and Empirical Analysis method, a deep research on the Jing-Jin-Ji human capital on technology innovation ability role. Research results show that human capital and the regional technology innovation ability is positively related to human capital accumulation is to improve Jing-Jin-Ji area technological innovation ability of power and resource; By education degree in high school and above of human capital can effective utilization of R&D funds, so as to promote the regional technology innovation capability is improved.(3) According to the data analysis and empirical study results, aiming at three different situation of the Beijing, Tianjin and Hebei then puting forward relevant policy Suggestions.
