Human capital as the enterprise factor capital has gradually become the key indicator that enterprises create the future value and profit as well as the important source of obtaining the competitive advantage for enterprises. While the knowledge about enterprise human capital efficiency of research are rare. And to Chinese company, how the capacity of human capital create value of enterprise and whether the human capital efficiency in different industries exist differences? What the reason that causing enterprise human capital efficiency difference? How to solve the inefficient problem of enterprise human capital in our country?With these problems, based on enterprise theory, human capital theory, capital efficiency theory and the human capital property right theory, this paper analyzes human capital efficiency different reason.And using DEA and HCE model analyze the human capital efficiency difference and the allocation efficiency difference.At last,put forward the policy suggestions how to improve the human capital efficiency.The main research findings are as follows.Firstly, human capital efficiency exist differences, including use efficiency difference, allocation efficiency difference and investment efficiency difference. Secondly, based on the VAIC model, we found that enterprise human capital use efficiency exist differences. Based on the DEA model, from the electronic information industry of typical enterprise data,human capital allocation efficiency differences also exist. Finally, based on the theoretical stduy and the empirical research, we conclude that improving human capital property rights protection plays an important role for improving human capital efficiency.Enterprises should be good at using incentive and restraint mechanisms to improve the enterprise human capital efficiently,and as the government,should create a good external market environment to improve the enterprise human capital efficiency.
