Emerging Outsourcing Industry Development Research Of Heilongjiang Province

Heilongjiang province is China's important industrial base. With the "Revitalizing the northeast old industrial base" policy ,it has been developing rapidly. But it also highlights the irrational industrial structure, resources, excessive energy consumption and pollution problems in the development process. The Heilongjiang Government is developing tertiary industry to increase the intensity of services with great efforts. With a variety of preferential policies from the Central, Heilongjiang Province begins to develop software and information outsourcing industry which is relying on its own manufacturing industries in 2006.Just a few years, Heilongjiang Province has made amazing achievements in the software outsourcing, data processing outsourcing , geographic information outsourcing and the emerging field of animation outsourcing, which made important contributions for changing to achieve economic growth and industrial restructuring .First, the qualitative analysis is used in the article to analyze the currently emerging trend of service outsourcing industry of Heilongjiang Province,and SWOT analysis is used to analyze the strengths, weaknesses, opportunities and threats of Heilongjiang Province in the development of new services outsourcing industry; Secondly, based on the qualitative analysis, grey reational analysis which is the empirical analysis method is used to analyze the influencing factors of the emerging outsourcing industry in Heilongjiang Province. According to the scale of reational, the results of quantitative analysis are that the influencing factors in descending order are the outsourcing enterprises, outsourcing park development, labor costs, the development of the third industrial, Tquantity of employmentT, the level of opening up and internet penetration.The first two factors have the most hierarchy of effects and the last factors are relatively small; Finally, based on the qualitative and quantitative analysis, the main problems encountered and propose countermeasures are obtained.
