| Based on the review of water management department reforms and the national policies, this paper designs a questionnaire to water management department reforms in Yi-Yang city. Through the interviews and field research, this work summaries the property, finance, organization, personnel and other aspects of the problem. To solve these problems, combined with personnel reform and other related theories, this paper designs the water management department reform program in Yi-Yang city, and described the detail implementation of programs.The main works of this paper can be summarized as follows.(1) Take the water management department in Yi-Yang city as the research object, through questionnaires and interviews, found the problems of water management departments in Yi-Yang city.(2) A position design approach was proposed to the water management department. To the water management departments with different scales, small and medium-sized reservoir sluice management units, this paper describes the position design approach from three aspects: type of positions, level of positions, and number of positions.(3) Combined with pratical situation of water management departments in Yi-Yang city, applies the position design approach proposed in this paper, and implements the water management department reforms in Yi-Yang city. |
