In order to develop and construct modern and industrialized society, now people continue to plunder the natural resources. Less and less energy and the deterioration of living environment happen, so energy-saving and environmental protection began to receive a lot of attentions. Through the promotion of energy saving technology, improvement of energy efficiency and optimization of energy structure, a long-term energy-saving mechanism and management system with Chinese characteristics will be formed. The energy-saving evaluation and review in the fixed assets investment projects are an important part of energy conservation, it is significant for the rational use of energy, improvement of energy efficiency, and restructuring and upgrading of industrial structure. Therefore, it is extremely necessary to improve energy efficiency assessment methods to enhance the energy efficiency assessment.The thesis provides that the lack of existing energy efficiency evaluation method is unable to track the nature of the problem and to propose practical measure, it can't give a guidance for the implement stage of project.To solve the problem, a Cause & Effect Fishbone Diagram was introduced in the energy assessment, and three of the basic mathematical models for Fishbone Diagram were established.Energy assessment indicator system for Fishbone Diagram was established, and the corresponding application range of the method was defined. The paper applied the Cause & Effect/Fishbone Diagram in villages development project. For the target of energy saving , the energy-saving potential in all the energy systems was analysed. We found that many problems exit in the construction professional, HVAC system , energy management and the drainage system. The corresponding improvement measures for the four aspects were provied, so that the loopholes of the energy-using are avoid, the energy efficiency is improved.
