Over the years, the researchers believe that energy play a positive role in economic growth. But as researchers continue to study,―resource curse‖effect appeared. Many energy concentration regions exploit lots of energy, and mainly rely on energy exploitation and fixed assets investment to drive economy to grow. This mechanism is extensive, and has an armful affect on coordinated development of energy, environment and economy. So we must change the driving mechanism of economic growth. Economy can not simply rely on exploitation of energy. By theoretical analysis and empirical analysis, this article provide theoretical guidance for sustainable development and provide a reasonable changes for driving mechanism of economic growth in energy concentration regions. The object of this article is Inner Mongolia. By using the statistical data of 1989-2009, this article establish economic models, using regression analysis, vector error correction model and impulse response analysis to analyze the relationship between energy and economy, as well as the driving mechanism of economic growth in Inner Mongolia. The results show that the exploitation of energy promotes economic growth on the whole. But―recourse curse‖phenomenon appears in 1999-2009 phases, which is because of crowding out effect of technological innovation through exploiting energy. Fixed asset investment plays an important part in economy, and there are long-term equilibrium and shot-term dynamic equilibrium between fixed asset investment and economy. The role of human capital and technological innovation is relatively weak. For shot term, foreign trade is not conductive to economic growth. Inner Mongolia need to improve the level of opening up, strengthen accumulation of human capital and technological innovation, as well as exploit and utilize energy with reason.
