Industrial clusters in the main competitive advantage or low cost, small industrial scale, low level of specialization and the industry chain is not perfect and skilled technical workers lack, integrity level is not high, the basic supporting system is not perfected etc is restricted by the industrial clusters for the further development of the main factor. Therefore, how to realize our local industrial cluster upgrade, obtain sustainable competitive advantage, is everyone to concern. To realize the upgrade, ability is the key, but only through cluster learning ability to develop and ascend.Industrial cluster learning mainly includes external and internal learning in two aspects, this paper study related theory and based on the literature review, constructs the cluster learning network, and from the learning process, learning approaches, the influencing factors of learning for learning mechanism of industry cluster external and internal learning mechanism of the in-depth analysis, put forward the under the background of globalization, the local industry cluster based on its comparative advantages, global value network embedded by external mechanism of learning knowledge, then through learning heterogeneity internal learning mechanism constantly digestion and absorption is to enhance their competitive advantage, and promoting the continuous development of efficient way. Based on this, puts forward the countermeasures of promoting clusters study within a cluster correctly handle the relationship between learning and external learning; Strengthen the internal learning; cluster Strengthening clusters exterior learning; Active play to the role of government. Finally, the jinjiang sneakers cluster as an example, analyses the internal and external learning basic situation, proposed further cluster learning, improve its competitive advantage countermeasures.
