Research On Development Of China's Environmental Liability Insurance

This paper examines the theoretical basis of the environmental liability insurance, and the meaning and necessity for developing the environmental liability insurance; it will draw a good experience and be a reference to establish the environmental liability insurance in China, by analyzing and comparing the development of environmental liability insurance and the operation mode in the western countries. The paper analyzes the problems and reasons, and find out the solutions by describing the status of the environmental liability in China. Finally, according to foreign experience and the analysis of the economic theory, it will propose the development of environmental liability insurance measures and policy recommendations.First, the paper introduces the research background and significance, and current research in the field of domestic and international developments and ideas of this research and innovation at the first part of the paper. Second, chapter one summarizes the theory of the environmental liability insurance which based on the research between domestic and foreign countries. The second chapter focuses on describing the development of environmental liability insurance status and problems.Chapterâ…¢, from an economic point of view, the paper analyzes the economic basis of environmental liability insurance - has externality; and then establish the game model to analyze the environmental regulators and the insurance company's market-oriented game behavior, we draw a conclusion that the non-mandatory environmental liability insurance can not achieve the optimal equilibrium solution, it will needed the government to join in. In the fourth chapter, the paper analyzes the development of environmental liability insurance status and mode selection in developed countries, such as United States, France, Germany, Britain and Japan, propose the measures and recommendations.Finally, under the above economic analysis and comparison of foreign models, chapterâ…¤proposes the mode selection and suggestions which are suitable for the present stage of the environmental liability insurance development. And also make the policy recommendations for China's national conditions, through the angles of legislation, government support, the insurance product development and improvements in technology, improvements in the environmental quality of all citizens and companies.
