Based on the present situation,it analysis the scale and structure of Chinese service outsourcing. In order to further analysis of China undertake service outsourcing in international level and competitive position, the article quotes the international market share (MS) and dominant comparative advantage indices (RCA) two reference index to study the competitiveness of Chinese undertake service outsourcing from the whole scale of nationality contrast and classification of service outsourcing project comparative analysis. Analysis results can be found from competitive though our service outsourcing industry has developed rapidly, higher market share, but China still belongs to the second level of service outsourcing countries, and the main ITO, BPO outsourcing project of competition is not highlight.In order to explore the causes, and improve the competitiveness of our country to undertake service outsourcing, we study from the internal factors which affect competitiveness-comparative advantages. Among them, China's current comparative advantage in trade in services mainly embodies the scale, manufacturing and the support of the information, communication and other infrastructure. But outsourcing enterprise also showed no competitive advantage in labor resources and large service. To a certain extent, This restricted our country to raise the ability of competition to undertake service outsourcing.But,along with the economic development, One industry comparative advantage of a country is not a static, but a dynamic development process, the original advantage might become disadvantage, the original disadvantage also be transformed to advantage. So we can't stick to current static comparative advantage, and into "comparative advantage trap", we should use development view of competition advantage, and through positive human strategy constantly make the dynamic comparative advantage, then we can create and realize our country's service outsourcing industry sustainable competitiveness. In consideration of the service outsourcing industry situation of labor cheap present and low level,the human capital should transform "quantity"into "quality" advantage through the perfect education system and training mechanism. Service outsourcing enterprises should also change from decentralized management of "homogeneous low level of competition" into scale effect "differentiation competition". Therefore, only by constantly change static comparative advantage, makes the dynamic comparative advantage with combination of existing resources and environment in China, can we grasp the opportunities of new industrial transfer to enhance international competitiveness of service outsourcing. |
