A Study On The Choice Of Regional Marine Leading Industries

The choice of regional marine leading industries is the core of rationalization of marine industrial structure. Optimization of marine industrial structure should adhere to the principle of the static and dynamic, which should confirm the direction and emphasis of development while coordinating the proportion of three industries. Particularly marine leading industries are bound to be put emphasis on, so that marine economical system, of which marine leading industries are core, will be formed. Therefore, a study on the choice of marine leading industries is of great significance in theory and practice.On the basis of summarizing relative research accomplishments, this thesis defines the connotation and characteristics of regional marine leading industry scientifically. Based on that, the estimating standards of regional marine leading industry is stipulated and quantified into the computable index. Finally selection scheme of regional marine leading industry, which falls into three stages: judging, estimating and choosing, is designed and applied to empirical study of Shandong province. Besides, the estimation of regional marine leading industries is the objective comprehensive estimation by the method of combinational weighting on the basis of index system. By the means of Delphi, the choice of regional marine leading industries brings in social factor and political factor, then with the choice model the analysis both in qualitative and quantitative is used to choose the regional marine industries scientifically.There are three achievements and innovations in this thesis.Firstly, multidimensionality of estimating standards is determined by the rich connotation of region marine leading industry. And multidimensionality means that the estimating standards of regional marine industry not only reflects the characteristic of leading industry, but also includes that of region and industry. As a result, the estimating standards of regional marine leading industry consist of three levels and seven standards, which contain the estimating standards of leading industry including the sustainability of productive factors, efficiency, demand, correlation of industry and the advancement of industrial structure; regional estimating standards including regional comparative advantage; industrial estimating standards including coordinating development of marine and land. Additionally, hierarchy means that different standards play different roles in the estimation.Secondly, the choice of regional marine leading industry is combination of objective and subjective, and that of quantitative and qualitative, including three stages of judging, estimating and choosing. For one thing, estimation of regional marine leading industries is a multiattribute decision problem based on the estimating standards, to which weighting is the key. This thesis employs coefficient of variation, entropy and principal component analysis to weighting objectively. In order to minimize the deviation caused by methods, linear programming model is used to combining various methods. For another thing, choice of regional marine leading industries is comprehensive. To reduce the subjectivity of estimation and consider deciders'preference, the choice model of regional marine leading industries is constructed to combining the quantitative and qualitative analysis.Thirdly, according to the selection scheme of regional marine leading industries, considering the regional characteristics and marine industrial development, this thesis chooses the marine leading industries of Shandong province. The conclusion is that marine chemical industry, marine biomedical industry, marine ship industry and marine engineering construction are core leading industries. In addition, marine oil-gas industry, costal tourism industry, sea water utilization and marine power industry are potential leading industries. Based on above mentioned leading industries, marine industrial system of Shandong province can form three industrial clusters, i.e. the second industrial cluster lead by marine chemical industry, marine ship industry and marine engineering construction; the high and new technology industrial cluster lead by marine biomedical industry; the key developing industrial cluster lead by marine oil-gas industry, costal tourism industry, sea water utilization and marine power industry.
