| The Free Port is a special customs supervision area adjoining a port where is approved by the State Council with the functions of port, logistics, processing and so on. The Freeport is a kind of Free Trade Area with the highest opening level and the most preferential politics in China. With the rapid development of Freeport, a growing number of scholars have studied the Free Port or the Free Trade Zone, however the research about the concrete operating mode is little, there are less planning or designing of the Freeport's operating. In our country many of the Free Ports are in the stage of exploration at present.There is no scientific standard pattern to learn, so the research on the operating mode of the Free Port is particularly important.This paper describes the generation and the development of the Free Port, analyzes the functions between Free Port and Free Trade Zone comparatively. Viewing that the Free Port is the prototype of the Free Trade Zone. Using Location theory, Industry cluster theory and Value Chain,the paper introduces the content of Free Port from the respects of industrial planning, space layout, management modle, profiting mode and the selecting of enterprises entering the zone.That designing operation mode for Free Port need fully consider the mutual influence and function of the five aspects to pursue port social benefit and economic benefit maximization.The paper analys the bachground and the operating status of Qingdao Free Port,then points out the main defects of the existing operation, finally make design for Qingdao Free Port's operating mode combining domestic and foreign successful experience. Using the factor analysis, the author point out the key industry for Qingdao Free Port and planning its industry as: Design industrial park for mechanical and electronic appliances, automobile processing-trade and high-tech industry, establish modern logistics center and professional logistics base; Deviding the zone into five functional areas: pier operating area, logistics and storage area, trade processing area, inspection area and the support services area.All the areas should be planed reasonable to ensure full utilization of resources while the zone operating nomally; As the different focus on various development stages, certain profit model for every stages should be designed for the port.and enterprise selection system should be established to guide the port's investment activities; Suggest to establish specialized agency management pattern, and innovativing the process and the system of the customs supervisionThis paper provides a theoretical and practical reference for the development of Qingdao Free Port from the actual operation level. |
