Since reform and opening, Chinese universities set up a large number of enterprises with their own advantages to improve the capabilities to serve the community, especially high-tech enterprise. The University Enterprises grow up along with the pace of reform and opening, through in-depth exploration of practice in China's rapid economic development and social needs of the growing technical background, as a style of a Technology Transformation, the rapid grow and stand National industry forest, with high-tech, high growth and high economic and social benefits of industry groups, out of a university with Chinese characteristics, the industrialization of scientific and technological achievements of the new road. But in recent years most of the University Enterprises in the performance evaluation problem, a number of University Enterprises have their own enterprise performance evaluation system, which hinders the further development of University Enterprises.Therefore, in the current situation, the development process for the university and its own characteristics, combined with the survival of University Enterprises present situation to build a scientific enterprise performance evaluation system is very important. This particularity of University Enterprises from the perspective of the performance evaluation system designed by University Enterprises has a unique targeted. This research can provide guidance to university-affiliated enterprises for their "second-launching", and it can also be a reference for other types of companies to improve performance management.This article start with the basic theory of the Performance Evaluation analyzes the current popular method of performance evaluation then evaluates the advantages and disadvantages. Combine with the characteristics of university-run enterprises: high-tech enterprise property, property rights, diversity, services for society, etc., and then select the appropriate performance evaluation tool.Through the literature research methods, questionnaire method analyzes the performance of University-run Enterprises is currently the status of evaluation and lack of focus of University-run Enterprises for general social enterprise is not unique to its own advantages, and in the "special" characters to make a fuss, Drawing on the strategic evaluation of the Balanced Scorecard ideas, from a financial allocation level, the level of external stakeholders, internal control process level, the level of innovation and development, five aspects of social contributions to capacity building aspects of a complete set for the University Enterprises Performance evaluation system. And to ten furniture representative sample of University Enterprises, to do a simple case study of performance evaluation, and finally to enhance the University Enterprises proposed the establishment of enterprise performance.
