Nowadays, Urban-rural integration is gradually becoming the main driving force to promote the development of township of Southern Jiangsu province (TSJP). This paper through summarized the basic characteristics and analyzed its problems in background of urban-rural integration on recognizing the reasons of the difference between urban and rural areas are the institutional factors. It summed up on four main fields of institutional innovation of TSJP and found that institutional innovation plays an important role in urban-rural integration. On this basis, this paper analyzes the inadequacy of those institutional innovations. Finally, for its deficiencies, this paper proposes the development direction for institutional innovation of TSJP. The following are the main contents of this paper.Chapter one: Introduction. This chapter mainly defines the research of concept, and introduces the background, significance, objective and contents of this paper.Chapter Two: Review of relevant research. Through reading some relevant studies, I understand the profound significance of the urban-rural integration, and summarize the progress of research and practice on institutional innovation of town. All above reviewing provides some references and methods for this paper.Chapter Three: The status of TSJP and its practice on urban-rural integration. This chapter summarize that there are three stages of development, status, problems of TSJP, and sum up the evolution of urban-rural integration and dynamic factors of institutional innovation of TSJP. It provides direction for further development of institutional innovation of TSJP.Chapter Four: Emphasis and deficiency on institutional innovation of TSJP. This chapter is about the analysis of institutional innovation of TSJP in Household registration system, Land-use system, urban planning and social management system, and all above of institutional innovation promotes the development of urban-rural integration of TSJP. Also it points out that there are some deficiencies on the development of institutional innovation, which provides direction for the next develop of institutional innovation.Chapter Five: The direction of further development of institutional innovation of TSJP. According to the analysis of above chapters, this chapter provides the next steps for the development of institutional innovation of TSJP, which includes promoting the equalization of urban-rural public services, improving land-use system, building a complete system of urban-rural planning and establishing urban-rural social management. Chapter Five: Summary and outlook. This chapter summarizes that the whole paper.The following are the main conclusions of this paper.Institution factors are the core elements to promoting the development of urban-rural integration of TSJP. In background of the urban-rural integration, through four aspects of the development of institutional innovation, TSJP initially established a pattern of institution of urban-rural integration. And the household registration system of town should focus on establishing an equal urban-rural public service system. Land institutional innovation not only direct impact on land-use of town, but also positive impact on lots of aspects of town, such as land marketing, industry developments, jobs for farmers, the transforms on government management. As an institutional innovation, urban planning should give full play a role of resource allocation. To establishing urban-rural public services in this phase, town must establish an urban-rural social management firstly. So towns should be continuous on developing social management system, enhance its public resources constantly.
