Study On Information Level And Its Contribution To Regional Economic Growth In Sichuan

Today's world, information technology has become a driving force for the national economy and social development and an important symbol to measure the modernization and overall strength of a city or regional level. Studying on information theory and the method of information measurement and evaluation in depth and setting an evaluation system about the level of information in Sichuan Province and objective evaluating information development, which are benefit to make economic development strategy and policy of information industry by government.In recent years, the information industries are rapidly rising in Sichuan. Form 2005 to 2008, the average annual growth rate of the information industry is more than 20%, as many as twice about economic growth rate in the same period. Post Telecom's investment is also increasing year by year. However, due to natural conditions, history, culture, policy framework and many other reasons, there is still a wide gap between east and west on the level of information development.In order to establish the socialist market economic system in Sichuan and achieve two fundamental changes, it is more urgent to promote the need of province's information.Information measure is the most direct means and methods to study the level of information. Referencing Information measurement theory and experience of home and abroad, this paper established an information evaluation system combined with the situation in Sichuan Province. First, the author used the index model of information technology to measure the level of information development in Sichuan Province. Secondly, we can predicate the development trend of information technology in Sichuan Province by the Index of information technology methods.Third, from the perspective of the production function, the paper used a linear multiple regression analysis and the Solow growth equation to analysis the economic growth by information's contribution. Finally, according to objective and consistent with the perspective of the situation in Sichuan Province, we would make some measures and suggestions about accelerating the development of information and reducing the gaps between developed areas about the level of information.According to the study on measure of information level in Sichuan Province and its contribution to regional economic growth, we can draw the following conclusions: (1) Information level index is increasing positiveFor the information Index, it has an increase of nearly 10 times between 1997 and 2009, which shows a positive growth trend in Sichuan Province. And all illustrates that the level of information increase rapidly in Sichuan, a large area of information technology began to promote, the popularization of information technology infrastructure beginning to take shape, information network coverage to increase and the information industry is also gradually rise. All of these are proved that information has become an important pillar of economic development in Sichuan Province.(2) Level of information as an important factor in regional economic growth in SichuanWith the advance of the world's information, information contribution to economic growth trend is clearly accelerating. However, the implementation of information technology is a long-term and sustainable process, its contribution to economic growth is inevitable bound to fall on or stable period. This situation is not only effected by the degree of information of their implementation, but also closely related with social factors in macro-control and the natural environment.(3) Based on the analysis in the study, we have proposed many countermeasures and suggestions which overall strengthening of information technology and promote rapid economic development in Sichuan Province, for example, to strengthen the construction of traditional information resources, to Speed up the information network infrastructure, to increase the intensity of information technology to carry out Multi-channel financing, consolidate the basis of the information industry and create the information industry group, to facilitate information consumption, promoting the development of the information economy, to improve the population quality, to strengthen personnel training information, to strengthen the government's macro-control, to improve organizational planning. We hope that by studying the conclusions and suggestions on the use of information technology it can play a guidance and reference to promote economic development in Sichuan Province.
